INTEROPERABILITY OF E-GOVERNMENT SYSTEMS: STATUS AND PROSPECTS
Annotation: Despite significant achievements and extensive experience gained so far, the problem of e-government (ES) interoperability cannot be considered solved, and the level of ES interoperability, as well as the ways to achieve it, varies greatly from country to country. The report presents the main aspects of work on the interoperability of e-government of the USA, EU and Russia, as well as proposals for the development of interoperability of Russian ES.
SCIENTIFIC AND METHODOLOGICAL PROBLEMS OF ENSURING INTEROPERABILITY OF NETWORK-CENTRIC SYSTEMS BASED ON COMPLEX APPLICATION OF PROCESS AND PROJECT MANAGEMENT METHODS
Annotation: It is proposed to consider on a qualitatively new, process-based basis the areas of interoperability of multifunctional network-centric systems as the material basis for integrated management systems. The category of a complete group of processes in the life cycle of control systems is illustrated, taking into account which its decomposition and analysis of multidimensional interaction of elements of a transversal process in the life cycle of such systems are performed.

Annotation: The provision of public services remains a major challenge for the Republic of Côte d'Ivoire. The major reforms initiated by the government remain largely unfinished. The work analyses the current status of administrative reform implementation and considers the development of an e-government project taking into account the provisions of ISO/IEC standards.

MANAGING THE DEVELOPMENT OF COMPETENCIES OF PROMISING PEOPLE FOR THE DIGITAL INDUSTRY
Annotation: The article presents the development of the electronic portfolio model as a key component in developing the competencies of employees at digital enterprises. It shows how an electronic workbook can be integrated into this system and how it can form an information model of competencies in accordance with accepted international standards. The introduction of these models into the environment of a digital technological university has been analysed.
