Annotation: The UN international standard of national accounting adopted in 2008 is focused on harmonization with the balance of payments compiled by the IMF and government finance statistics. However, the unsystematic definition of indicators, including indicators of matrix «input-output» do not allow the standard to be used to design the future with IT. The requirements for a new international standard are determined, which exclude a double counting and price inaccuracy in determining indicators «input-output» for using IT to improve the efficiency of management of the national (global) economy.

Annotation: The article explores subsidiarity. Subsidiarity is a property of complex self-organizing processes and systems. Paper analyzes the subsidiary systems-analogues of living systems. In technical and computing systems, these are multi-agent systems. Such systems have a choice and contain uncertainty. The article describes the main directions of the use of subsidiary systems. A two-parameter logistic equation is used for modeling. Two alternative processes of behavior of the subsidiary system are considered. The article analyzes the processes of resource consumption and accumulation of resources in the community of subsidiary systems.

Annotation: The processes of technical regulation in various sectors of the Russian economy are today characterized by complexity of norms and requirements, as well as the ambiguity of their interpretation. To normalize these processes, it is proposed to consider the experience of western countries, when the release of a new or adjustment of an existing regulatory legal act, standard or organizational-administrative document is accompanied by the release of its machine-readable version. The article discusses an example of using this approach to create a single taxonomy of incidents in order to streamline safety regulatory requirements.

Annotation: The development of the interaction of agricultural tools leads to a significant increase in efficiency in agricultural production. These tools increase the transparency of the industry. However, as with any modernization, there are problems associated with standardization and the need to invest in new infrastructure to manage new tools.

Annotation: Integrated computer model of the reservoir development and exploitation processes is performed, also system organization of the automated control of hydrocarbons processing parameters before the future realization and transportation. This solution provides the constant real time data analysis from the sources of the hydrocarbons production and processing objects. Model is based on the integrated PI System software environment, and it fixes the tendencies of the main processes parameters dynamics and technical equipment state.

Annotation: The report presents the results of a detailed system analysis of the main causes and factors of the Russian IT standardization crisis, as well as specific proposals and recommendations for highly effective, rapid and complete overcoming of this crisis.
