REQUIREMENTS FOR THE SUBSYSTEM OF MANAGEMENT AND CONTROL OF THE FORCES AND MEANS OF EMERGENCY SERVICES IN THE FRAMEWORK OF SMART AND SAFE CITY CONCEPTS

Annotation: This article discusses the requirements for the creation of a software subsystem designed to manage and observe the work of emergency services by means of GLONASS monitoring. The possibilities of integrating such a subsystem into existing automated information systems for receiving and processing messages related to emergency assistance are described. Remote control and GLONASS monitoring capabilities can in current days significantly increase the efficiency of providing special assistance in order to save human lives. The tasks of the subsystem can include the next functions: computer estimation of the on-duty force teams and the correspondent instruments involved in the works on the territories of responsibility of this teams; monitoring the tasks of these teams at posts and routes; responsibility on incoming messages; complex representation of the operational situation in order to support the rescue teams to make decisions in emergency.
