Annotation: When solving system engineering problems, systems of various functional purposes are required to ensure interoperability. According to GOST R 55062-2021, interoperability is the ability of two or more systems or components to exchange necessary information and use the information obtained because of such exchange. The purpose of this two-part article is to provide an overview of recommendations for system analysis and control of interoperability. This part 1 of the article provides recommendations for risk prediction and rationale of admissible risks for solving practical problems in systems engineering using GOST R 72607.1–2026 and GOST R 72607.2–2026. The review includes some illustrative examples.
